As a part of American Red Cross ongoing programming, routine Monitoring and Evaluation plays a key role in enabling program managers and staff, as well as Senior leadership, to use information for decision making and review the effects of programs. Monitoring and Evaluation provides the analytical expertise to critically review programs for the purpose of improving the quality of programming and identifying where course-correction is needed. Technology has changed how organizations monitor and evaluate programs, with notable improvements in efficiency and accuracy. Monitoring and Evaluation relies upon the accurate and relevant collection of information, often obtained through surveys, assessments, and other field activities. Mobile technology paired with a strong technical capacity can enhance efficiency, accuracy, and enable innovation and adaptation to the ever-changing humanitarian context.

 

Historically, ARC programming has relied on paper-based tools for data collection in surveys, assessments, and other methodologies for information. However, in 2013, ARC embarked on using mobile phones for data collection in surveys in Haiti. With an open mind towards technology and innovation, the Haiti Assistance Program has successfully piloted mobile data collection for several programmatic surveys using the Fulcrum platform for creating and deployment of survey forms. Fulcrum is a platform dedicated to both Android and iOS devices and allows the followings: design efficiently, work offline, secure storage, custom maps, generate reports, access to API, import/export data, quality control and much more. So far I have developed 12 apps and actually I am working on a project to link survey forms with GIS database.
