The IRC in Jordan created the Commodity Tracking System (CTS), which  is a remote verification and monitoring system used to track and report on the movement of pharma, health supplies and other goods and to ensure that intended beneficiaries inside Syria receive them. The CTS uses remote monitoring methods, such as mobile data collection, Quick Response(QR) codes and GPS mapping, which integrate with a web application for management and monitoring. The objective is to verify the handover of goods to partners at the Amman warehouse, track the movement of shipments and verify the receipt of goods by target beneficiaries.

The QR code, identifying the package and its contents, along with the GPS coordinates of the location at which the code was scanned, are eventually uploaded to a secure IRC database by wireless internet connection. 
Once uploaded, the data is no longer available on the individual handset, providing an additional measure of anonymity and safety for partners' transporters. 
The CTS has undergone substantial refinement resulting with a third version, which will incorporate more robust programming language and refined user interface for the end-user.
